Why does the general knowledge test include basic hazmat placard awareness, even for drivers without the hazmat endorsement?

Pick an answer

1. General awareness of placards is tested only because some drivers eventually get the endorsement, a common blind spot when it comes to endorsement
2. Only hazmat-endorsed drivers are ever expected to notice placards on the road
3. Every driver benefits from recognizing hazmat placards to react safely around vehicles carrying dangerous materials
4. It's included by mistake and has no real relevance to non-hazmat drivers
